{"id":858,"date":"2020-12-08T00:39:59","date_gmt":"2020-12-08T00:39:59","guid":{"rendered":"http:\/\/www.citicolumbia.org\/?page_id=858"},"modified":"2020-12-23T18:12:51","modified_gmt":"2020-12-23T18:12:51","slug":"2019-events","status":"publish","type":"page","link":"http:\/\/www.citicolumbia.org\/index.php\/2019-events\/","title":{"rendered":"2019 Events"},"content":{"rendered":"\n<h3><a href=\"http:\/\/www.citicolumbia.org\/wp-content\/uploads\/2020\/12\/CITI-State-of-telecom-2019-Bio-Booklet-January-25-2019.pdf\">Do We Need a National I-Media Commission?<\/a><\/h3>\n\n\n\n<h4>January 25, 2019<\/h4>\n\n\n\n<p>In an era of accelerating technological and business change, the question is whether the existing regulatory institutions fit the changing environment.&nbsp; The pressure points include:<\/p>\n\n\n\n<ol><li>New types of media and applications, in particular the Internet, online video, apps, and the Internet of Things<\/li><li>The global reach of providers<\/li><li>Emerging issues such as:<\/li><\/ol>\n\n\n\n<ul><li>Data privacy and security<\/li><li>Social media control of usage<\/li><li>Algorithms in the individualization of content, pricing, and advertising<\/li><li>Anonymity and cryptography<\/li><li>Non-discrimination by networks and platforms<\/li><li>Big data and marketing practices<\/li><li>Media trade barriers<\/li><\/ul>\n\n\n\n<p>Dealing with such issues can be done in several ways:<\/p>\n\n\n\n<ol><li>A libertarian regime with vanishing regulation.<\/li><li>Status quo regulation, with issues dealt with by existing government agencies<\/li><li>Creation of new single-issue agencies for new issues, such as a Federal Privacy Commission along the European model.<\/li><li>A converged agency to cover the emerging issues of the wider electronic information sector.<\/li><\/ol>\n\n\n\n<p>Each of these approaches has shortcomings such as overlaps, gaps, single-issue perspectives, lack of expertise, and lack of coordination.
